
Workforce Development Counselor
FIVCO Area Development District is looking for candidates for the position of Workforce Development Counselor. This position is a part of the Gateway Regional Workforce Development Project and duties include but are not limited to conducting workshops and providing career counseling to individuals. The position is based out of Kentucky Career Center – Morehead and will serve Bath, Fleming, Menifee, Morgan, Montgomery, and Rowan County. General Smmary: Provides career guidance and case management to individuals seeking assistance with locating self- sustaining employment. The targeted population will be reentry, recovery, long term unemployed, under employed, and youth in Rowan, Bath, Montgomery, Fleming, Menifee, and Morgan counties. Will work with individuals, groups, partner agencies and/or businesses.
Essential Duties and Tasks:
-Provide outreach and recruitment methods to reach the targeted population;
-Collect documents necessary to support enrollment in Wagner-Peyser services and/or WIOA;
-Conduct interviews and assessments with customers to determine educational and employment history, strengths, obstacles, and goals;
-Develop and maintain and Individual Employment Plan for each individual enrolled;
-Provide career/employment guidance through an understanding of labor market data, local job opportunities, and community resources;
-Facilitate employment preparation classes;
-Assist individuals in enrolling and participating in On-the-Job training opportunities;
-Provide intensive case management and follow-up services with enrolled customers;
-Maintain an updated database of all enrollments and outcomes;
-Assist with hiring events;
-Assist businesses with placing job orders, rapid response events, screening and referring applicants;
-Connect individuals to additional services or resources as necessary;
-Complete accurate and timely documentation as required by the grant;
-Participate in Partner and other meetings deemed necessary for the success of the program; and
-Other duties as assigned.
Working Conditions:
Work is typically performed in an office sitting. Local travel is required and with the potential of occasional overnight travel. Primarily working conditions will require communication skills, knowledge of area resources, locating information, computer skills, and a desire for accurate detailed documentation. A valid drivers license is required.
Effort: Must be able to effectively communicate in written and verbal interaction. There may be occasion for light lifting.
Machines, Tools, Equipment:
Equipment typically used includes computer, scanner, printer, calculator, fax machine, copier, shredder, and binding machine. Use of a vehicle.
Minimum Qualifications:
Documented experience with WIOA and/or Federal programs is preferred. Degree in Education, Counseling, Social Services, Human Resources, or related field preferred. Applicants with less than a bachelor’s degree may be considered with documented two or four years of pertinent experience but would be under the direct supervision of the Senior Workforce Counselor for the area.
A combination of education, training, and experience may be substituted when competency in the role has been demonstrated.

-Represent the FIVCO ADD, KY Career Center, and TENCO Workforce Development Board in a professional manner.
-Ability to work in groups and/or with individuals.
-Must be organized and adaptable to changing environments.
-Must have self-initiative and once trained require limited oversight.
-Must maintain confidentiality.
